The Ecke Ranch Poinsettia Open House has become an annual mecca for growers, retailers and brokers involved in the poinsettia industry.  The event features the newest varieties, the upcoming product innovations as well as the standards which are the leading varieties in commercial poinsettia production.  In the past few seasons, the Ecke Poinsettia Open House has featured not simply the plants for review but the understanding of varietal applications to extend the use for decorating with the seasonal favorite flowers.  Ecke's Design Center weighs in with unique and creative displays demonstrating the latest colors and trends in impactful retail packaging and merchandising ideas as well as consumer home application designs.

2011 NEW YEAR'S REMINDERS FROM THE

AG COMMISSIONER

Happy Holidays!  With 2011 just around the corner, we would like to provide a few reminders about upcoming license and certificate renewals.
Operator Identification (OID) Number Renewal. Most OIDs expire December 31, 2010.  If you have been active in agriculture over the last 3 years, and have submitted pesticide use reports to the Department, a hard copy (paper) renewal will be mailed late November 2010.  Save this document, as this OID number will be valid until 2013.  Please check your copy to make sure the contact information for your farm or nursery is accurate.  You will need to supply pesticide dealers with a copy of your OID.  If you have not been active in agriculture and did not submit pesticide use reports, you will receive a letter requesting that you contact the Pesticide Regulation Program at (858) 694-8980.
Annual Restricted Materials Permit Renewal. Most permits expire December 31, 2010.  To renew, schedule an appointment with your pesticide inspector or contact the Pesticide Regulation Program at (858) 694-8980.
Annual Pest Control Advisor and Pest Control Business Renewals. Registration information will be mailed out by early December 2010. Please be absolutely certain that you have registered with the Department before performing pest control for hire or writing recommendations.  If you were registered with us in 2010, look for your renewal information in the mail.  You may mail back the application or register in person.  To complete your registration in person, visit us at:

Agricultural Water Quality/Hazardous Materials Registration. 
Registration information will be mailed out by early December 2010.  Annual registration fees are due by January 1st.  If you were registered with us in 2010, look for your renewal information in the mail.  You can mail back the renewal form or submit in person.  To submit your renewal forms in person, visit us at the above office locations.

For those who will be paying Hazardous Material Inventory Program fees, please be sure to submit a Hazardous Materials Business Plan Certification Statement for each of your sites.

Device Registration.  If you use a device to measure or weigh items for sale, annual device registration renewal is due January 1st .   
Organic Farming and Direct Marketing Certificates.  These certificates expire one year from the date of issue and are not based on a specific calendar date.
Crop Report. In late January, crop report questionnaires will be mailed to every farmer in our database.  This information is used to compile the annual crop report and to determine the value of agriculture in this county. Last year, Ornamental Trees and Shrubs overtook the long-standing number one crop, Indoor Flowering and Foliage Plants. This change was not due to an increase in sales, but due to a 20% increase in reported acreage. Crop report data is used by a variety of government agencies to aid in the disbursement of funds during quarantines and natural disasters, such as fires or winter frosts. The more information about sales and acreage farmers provide, the more accurate our reporting is. The information submitted is always confidential, so please send in your completed questionnaires.

 The San Diego County Flower & Plant Association's December board meeting was a busy one with many activities being planned for next year. I am really looking forward to the "Lean Manufacturing" meeting at Dramm & Echter's in Encinitas on January13th.  Right now the only way my business is surviving is by cutting cost. If someone can show me how I can work smarter and run smoother we may be able to improve our outcome in a tough economy.  I feel like I need something to get me inspired and motivated again. That's why I am also excited that our Casino night is right around the corner. Last year the energy level was so high no one wanted to leave and we had to book an extra hour. We want to do it all over again with even more flare. This year we are offering table top displays to our gold and silver sponsors. We want to make sure they are properly recognized and appreciated.  We are also changing our menu with a full open buffet line just like the real Casinos!  Many of our members hate being pulled away from the tables or the dance floor so we thought you might like to choose when you want to dine. Gene Richau and his band Nonsense will be playing again and we expect to see that dance floor packed just like last year.  The Sheraton Hotel is right across the street and has shuttle service. Hopefully you will join us and we can all bring in the New Year together!                  
With the holidays upon us and as we close out this year we would like to take this opportunity to thank all of our members for their support. As a non-profit organization we know that we would disappear if it wasn't for all of you and your desire to work together towards a common goal. Our strength is in our numbers and with the challenges that have effected this industry we really need to remain strong and focused. With the increasing attendance at each of our events we feel that we are heading in a solid positive direction. We hope that the New Year brings a brighter, easier happier year for all of us. I used to play an old very challenging video game with my friends when I was younger. The object was to destroy huge round starships that could come at you from any direction in space with great speed. As with most of these types of games, without experience you succumb to the computer with ease. At some point we were all firing in three dimensions hoping to cause some damage to the starship before it got into visual range, which normally meant you were about to lose the game. With experience it became easy to determine which direction the starship was coming from and what it would take to slow it down and incapacitate it. I'm sure none of you have had this kind of experience with a video game - insert smiley face here.

Unfortunately, that's how I have seen some of the pest management practices in ornamental plant production, shooting in all directions and covering everything in sight, regardless of whether there is a pest present or not and as often as possible. Why? Mostly it's for peace of mind and the knowledge that if you treat, there is the potential assurance that there won't be any pests when you are done. Unfortunately that practice is old school and has many pitfalls. In addition, the trend to reduce pesticide use is not going away. The Department of Pesticide Regulation (DPR) launched a grant program in 1998 specifically with pesticide reduction in mind. The DPR has funded more than 200 projects, totaling approximately $10 million to that end.

I wanted to remind you of some work from the past that was completed by three Farm Advisors (Steve Tjosvold, Julie Newman, and Karen Robb) that clearly demonstrated that a reduction in pesticide use in ornamental production is possible without a major change in production. The project demonstrated that an effective monitoring program and good decision making significantly reduced costs and pesticide use. The bottom line in much of the report is that pesticide reduction and labor savings were very good.

The data is summarized from the report. Total Cost Savings includes other parts of the fully integrated pest management program, which includes release of beneficial, etc.

 The advantages to an effective monitoring program and the reduction in pesticide use can never be understated. They are more environmentally friendly and safer for workers, consumers and the community at large.

As the report summarizes, costs related to pest management were usually significantly reduced when good scouting was employed, and the best results were realized when growers and others involved in plant management in the nursery worked together with the scout as a team. In addition, those nurseries that used spot application of pesticides (vs. spraying large areas in the greenhouse or field) and focused on the use of directed sprays (vs. spraying whole plant canopies) so that non-target areas were not included in the application, achieved the greatest reduction in pesticide use and economic savings.

Recently I have begun to revive that work and encourage more monitoring in the industry and train staff to be effective scouts. This work is in cooperation with the Center for Applied Horticultural Research (CfAHR), where the Director, Lucia Villavicencio, along with my staff (Irma DeBonis) has been instrumental in providing the Spanish translation of the work. Future programs offered by UC Cooperative Extension and CfAHR that emphasize monitoring in ornamental plant production will be announced soon via email from my office or from the Center.
